At Slayer rates of 40,000–50,000 XP/hour, 99 Strength takes roughly 260–325 hours from level 1. Focused NMZ at 90,000 XP/hour brings this down to around 145 hours.

Is Strength the most important combat stat?

For melee DPS, yes. Strength directly increases your max hit. Attack affects how often you hit, Defence reduces damage taken — but Strength determines how hard each hit lands.

Does the Piety prayer need 99 Strength?

No — Piety requires 70 Defence and 74 Prayer, not 99 Strength. But 99 Strength maximizes the Strength bonus Piety provides, making the combination powerful for bossing.
